As a official maintenance and Janitorial supply director of sales I can tell you with confidence that toilet seat covers are designed to be flushed, and break down like toilet paper. But the quotes thing is funny too.

No, you misunderstand. It is a direct quote. I believe it was Moses that first used the words "do not." Actually it is a paraphrase of the Hebrew for "thou shalt not." :)
